Replay an event

Re-deliver a single event to every destination it was sent to before, including a destination that already received it; one deleted since is skipped. The replay keeps the event's webhook-id (HTTPS deliveries are flagged webhook-replayed: true), so a receiver that dedupes on it still can. To retry only where delivery failed, use /v1/dlq/redrive. Exception: an email (email-out event) that was already sent is not sent again; only its failed sends retry.

Scoped API key. Scopes are read ⊂ write ⊂ admin. A call needing more scope than the key holds returns 403 insufficient_scope.
