List secrets
GET
/v1/secrets
Names and metadata only. No endpoint in this API returns a secret value — a secret is write-only by construction, not by policy.

Scoped API key. Scopes are read ⊂ write ⊂ admin. A call needing more scope than the key holds returns 403 insufficient_scope.
